VLC 3.0.x does not play H264 files, but VLC 2.2.x does

Already created issue #405176 on https://gitlab.com/gitlab-org/gitlab/-/issues Apologize for duplicating

H264 files do not play with VLC 3.0.18 or other VLC3.0.x versions but do play with VLC2.2.x Plays with FFplay.
