Pressing e on first frame leads to first frame
Does not happen in mpv (, and .) or mpc-hc (Ctrl-left, Ctrl-right) or in YUView.
Command used to generate video:

I use 3.0.18 but same happens in https://artifacts.videolan.org/vlc-3.0/nightly-win64/20230210-0220/
