Keep UTF-8 on Windows 10 1903 and up
Since Windows 10 1903 the default codepage is UTF-8. That means all "ANSI" API calls are assuming the characters are UTF-8 ones.
When the process is confirmed to run in UTF-8 we could avoid converting all strings to/from WCHAR when calling Windows APIs.
