MediaCodec: Rework/Fix "download" code

The current code is left untouched since quite a long time. There might be new API to do it more efficiently.

The OMX dependency (utils function) should be removed.

Maybe add a video-filter instead of handling the download code in the decoder module.

The image boundary/crop need to be extra checked, cf. screenshots here: #26933 (closed)
