Taglib 1.11.1 used by VLC corrupts Ogg audio files

Taglib 1.11.1 is affected by a bug that can cause it to corrupt ogg files. As VLC currently has Taglib 1.11.1 in contribs for both VLC 3.x and 4.x, it is affected by this on platforms where we rely on contribs for our builds (macOS and Windows and I guess maybe Snap too?)

We need to update the Taglib contrib to 1.12.
