VLC 4: minimize maximize buttons are broken with CSD (windows)

version: VLC 4+git:ac74ad3b os: Windows 10

after clicking minimize button and then showing the window, the window doesn't restore in its original size (pre-minimize size) maximize button doesn't work sometimes.

Note: In the attached video, after the first click on minimize button, the window gets restored full screen.
