Segmentation fault when launching local RTSP stream (h264 IP Camera)

OS: Kubuntu 18.04

VLC SOURCE: ppa:savoury1/vlc3 (plus ppa:savoury1/ffmpeg4)

NOTES: Settings reverted to default, segfault still occurs. I'm new to bug reporting, please let me know what other details are needed.
