RTL Glitch in preferences and untranslatable string

This is what I'm seeing as part of the settings dialog:

I tried finding "General Settings" in numerous variants, I couldn't find a way to translate it.

The combo boxes for selecting the language etc. are reversed in RTL, the arrow should be on the far left, not the far right.

Thank you very much, I fixed the "General Settings" translation issue. Regarding combo boxed, as far as I know thats drawn by the OS and we cannot influence that.
