Schedule fails to inhibit power management

A pending VLM schedule will fail if the system is suspended, automatically or manually, and not manually restarted before the start time of the schedule.

VLM needs to inhibit suspend. Ideally, it would rather program it to automatically resume early enough, but that might not be feasible.
