Schedule start at wrong time if clock is adjusted

vlc_cond_timedwait_daytime() does not work as advertised on Windows, tracking the bespoke monotonic clock rather than the wall clock. Consequently, VLM schedules don't start or repeat on the expect the time.

This is particularly bad in time zones with DST, as Windows will then change the clock at least twice a year.
