CEA-708 caption selection doesn't show anything but DTV1

    The following clip contains captions on both DTV 1 (English) and DTV2 (Spanish), but the menu to select the subtitle channel only shows "DTV CC Closed Caption 1" as an option.

    To reproduce:

    ./bin/vlc-osx-static --sub-track=0 /Users/dheitmueller/wabc-4pm-ota.clip1.ts

    Clip will be uploaded to streams.videolab.org shortly.

    Problem visible on git master on MacOS as of Jan 30 2020 - 73a2e85c
