Charset mismatch in HTTP interface

The HTTP interface sets the charset in HTTP headers according to VLC's locale, but the html pages have Latin1 as hard-coded charset. This is invalid for every one except for Unix users with Latin1 as charset (meaning it's always incorrect on Windows, and it is incorrect for us-ascii, UTF-8, etc, Unix locales).

Depends on #16 (closed) (or will be trivial and clean one #16 (closed) is done; and very dirty and error-prone without #16 (closed)).

IMHO, only #212 (closed) should be fixed/worked-around in 0.8.3.

added Difficulty::easy label and removed Difficulty::medium label
