Streaming by RTP sends RTCP Bye type packets at each end of input

Playing input file in loop mode and streaming by RTP sends RTCP Bye type packets at each end of file. So any client (VLC media player 0.9.6 does) receiving the stream closes and don't see next iteration.

Tested using the player and also VLM interface.

Version affected: 0.9.6. Older branch (0.8.6) acting as a server don't send any RTCP packet as this support is new for the 0.9 branch.
