HEVC files recorded using Oneplus 3T playback with incorrect fps

HEVC files recorded using Oneplus 3T back camera play back at about 2x the speed. If I convert the hevc file to mp4 using ffmpeg and then play with vlc or quicktime then video plays with correct speed. Tested on multiple computers. VLC version is latest, 3.0.7.1 on macOS Mojave 10.14.6

There's no fix since there's no frame info. only default fps changes.
