Storing a DVD in a folder whose name contains a non-standard character causes errors and doesn't open

Hi, as the title describes, I was having problems with a DVD i ripped not opening and after hours of trying i have found the problem. When i store the DVD folder in folder called "test1" it opens fine, if i rename that folder to "tęst1" I get errors, the menus don't play and it starts playing the first VOB file. I tested this in latest stable version 3.0.6, nightly 3.0.7 and nightly 4.0.0 and the bug was present in all. My OS is Windows 7 Home Premium with an i5-2500k and a GTX 1070. Also my OS and VLC are 64-bit forgot to mention
