HLS blocking banner on russian CDN (unlikely a bug)

It is the same tv channel as cited in #22047 (closed) and may be the same stream but from other source. But both issues are similar in sense of the same "works / doesn't work" pair. And again this is Linux

This works:

mpv http://rt-ct-ivan-htlive-lb.cdn.ngenix.net/hls/CH_R03_1TV/variant.m3u8

And this doesn't work:

vlc http://rt-ct-ivan-htlive-lb.cdn.ngenix.net/hls/CH_R03_1TV/variant.m3u8

But in this case "doesn't work" means something different. While mpv streaming the live video, vlc shows some banner explaining that stream is available for subscriber only. I have also tested this stream with several players under Android - all works, only vlc doesn't.
