Using phosphor deinterlacing mode and seeking causes VLC to become unresponsive

Windows 10 Pro 1803, VLC 3.0.4/3.0.5. Issue does not occur for VLC 2.2.8.

Phosphor deinterlacing doesn't work with hardware accelerated video decode (#21644), so I have that turned off.

By unresponsive, I mean that the sound keeps playing fine, but the window can't be interacted with at all, the image is frozen, trying to click on the VLC taskbar icon won't bring it up, etc.

If it helps, I'm watching a PAL DVD.
