Phosphor deinterlacing mode does not work with hardware accelerated video decoding enabled

Windows 10 Pro 1803, VLC 3.0.4/3.0.5.

If the Phosphor mode would be explicitly disabled, or if using it would deactivate hardware decode, that'd be fine. But it just silently not working was upsetting.
