Make VLC portable again (Win32)
As pointed out in: http://forum.videolan.org/viewtopic.php?f=14&t=50496
Current 0.9.2 (Win32) cannot be made fully portable, because it creates %APPDATA%\vlc\ml.xspf and %APPDATA%\vlc\vlc-qt-interface.ini
so some command line option or something similar is needed to prevent those in %APPDATA%\vlc and make them appear in some other place.
