Incorrect image scaling on secondary monitor, DirectDraw

Using DirectDraw to display video on a secondary monitor. When the 2 monitors are of different resolutions (e.g., primary monitor 1440x900, secondary 1920x1080), video isn't scaled properly on 2nd monitor. DirectDraw seems to take measurements from the primary screen and try to make them work on the secondary monitor. Image will display off-center, and cropped either at the top or bottom.

This is sort of a duplicate ticket because #19980 (closed) was mis-classified as being a v2.2.x bug, and has therefore been abandoned.

VLC v3.0.3 (and older). Win 10 x64.

(Probably safe to kill #19980 (closed) now.)
