Image files not scaling correctly on secondary monitor

When the primary and secondary monitors are of differing resolutions, images (JPG, etc.) do not display correctly on the secondary monitor. Image will display off-center, and cropped either at the top or bottom.

OS: Win 7/10 VLC: all the ones I've tried, most recently 2.2.6
