AxVLC video toolbar does not function at all in VB6

Using the VLC plugin in Visual Basic 6, if I set VLCPlugin21.Toolbar = True, the toolbar never appears, regardless of cursor movement. The cursor does in fact disappear after 2 seconds of not moving and then re-appears when moved.

The plugin video toolbar functions correctly in both a browser and C# .NET but not in VB6. I have attached an extremely simple example that reproduces the issue. I have no idea how this is going to be debugged.
