Blue flashing in fullscreen on Windows 10 when controls (dis)appear

Exactly the same problem as #19671 (closed)

Every time the controls appear or disappear, the video flashes blue. My Windows version is 1709 (16299.371). I had 3.0.1, encountered the bug, tried updating, it said already up to date. Downloaded a new installer, now I have 3.0.2 and I still have the bug.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
