Blue flashing in full screen mode on Windows

VLC 3.0.0 seems to randomly flash a possibly inverted blue image during full screen playback on Windows 10.

In windowed mode there are no issues.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
