VLC is seeking some MPEG-TS files using time based seeking method instead of percentage based one, even if --ts-seek-percent has been passed as an argument to VLC.

This happens only with some MPEG-TS files, not with all. I've uploaded one sample MPEG-TS file which triggers this bug: https://wapsi.kapsi.fi/sample.ts

Confirmed with git master and with 2.2.5 stable version.

Note: Percentage based seeking is very good feature when MPEG-TS video is still changing / recording of DVB stream is still under progress: VLC dymanically updates the progress/seek bar when there's new content in the file.
