Allow users to scale the user interface, or atleast the toolbar, with especially touchscreens in mind.

Some users like a small toolbar, some have a touchscreen and large fingers. It would be helpful if users could decide for themselves how big they need their toolbar. A simple choice between small, normal and large would probably suffice. This option may or may not be added directly to the tools menu, so it's easy to find.
