stream: rationalize APE / ID3 skipping

Many demuxers assume that probing start from offset 0. However, if APE or ID3 tags are present at the start of the file, that won't be true.

The skipped tags should be "hidden" from the demux, so that the offset assumption hold.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
