3.0 regression: vout glitches when scrolling / seeking through video

When seeking through videos with the current 3.0 git version, the video picture flickers and switches between a fully black (or grey) picture and the video.

Additionally, the OSD progress indicator is shown multiple times and does not get rendered correctly (see attached screenshot).

It seems libavcodec is reinitializing the output when seeking :(
