CI: update windows LLVM images to more recent versions 

* LLVM 11 is now used for UWP (ucrt) targets.

* cmake, protoc 3.1.0, ant, help2man are prebuilt.

* winpthreads is prebuilt and a version of mingw64 newer than 8.0 is used (to build with LLVM11)
