* ALL: WinCE compilation fixes (mostly nonexistent headers). A lot of 

    work is still needed for missing functions. I only touched libvlc for
    the moment, plugins will come in a long long while.
  * ./bootstrap: moved MSVC project files generation here; use --update-msvc.
