macosx: add posix/spawn support on macosx 

 * add `posix/spawn.c` in `libvlccore_la_SOURCES` for `HAVE_OSX`
   in `src/Makefile.am`.

 * add `posix/spawn.c` in `libvlccore_sources` for `have_osx`
   in `src/meson.build`.
