Support Vulkan graphics API on available platforms.

Proposal
Currently the roadmap lists OpenGL, OpenGL ES and Metal as planned graphics API, I believe that Vulkan might be also a good addition. However I'm not sure how complicated this would be or how well it would fit into the project.
We are considering switching to Vulkan with our project for improved performance and ability to target single API on most platforms (Windows, Android, Linux...) and this would be one of the potential blockers.
