Update CI

Felix Paul Kühne requested to merge fkuehne/vlc-ios:playwithci into master

This moves the CI to a M1 builder and updates the iOS and tvOS targets regarding the simulator platform. The iOS 12.4 builder is kept to ensure compatibility.
