Replace vertical slider control - create new implementation

This MR creates a new vertical slider control from scratch. It is only implemented in a demo view controller for now. Once approved, another MR will replace existing vertical sliders with this one.

#1875 (closed) - partially

To test: present VerticalSliderControl_DemoViewController and play with both sliders. Modify this view controller to change various slider properties and confirm you get what you expect.
