Settings: Playback controls dismissal time interval

Adds a settings option to change the playback control dismissal time from four seconds to 10 or 20. This is to help users that use the Switch Control accessibility feature. #1872

This is a cool feature addition! If you see more need for more accessibility improvements, contributions would be very welcome (also a list or some tickets would be nice!)

You don't need to add new strings to all the languages. Please just edit the US-English "original" and our team of translators will do their work (and we update every once in a while).
