Add iOS Shortcut action for playing a playlist in the background

Adds an iOS shortcut action that plays a playlist in the background without opening the VLC app.

Example: User can create a shortcut in the iOS shortcuts app that starts playing music in the background from a playlist in their VLC library.

In the future, this could be extended to add shortcut actions for play, pause, open video in foreground, etc.
