Fix local files playback

Felix Paul Kühne requested to merge fkuehne/vlc-ios:fix-local-files into master

This gives additional fixes to open folders on both pre and post iOS 14. Additionally, it gives VLC the necessary rights to actually parse folders so we can display their contents.

Also, a bump of the build number is included.
