Bump target version to 34

Duncan McNamara requested to merge Skantes/vlc-android:bump-target into master

This was tested on:

  • an Oppo - CPH2145 (Android 12)
  • a Google - Pixel 6a (Android 13)
  • and an ADT-2 dev kit Android TV (Android 9).

The target bump builds fine, and I wasn't able to find anything wrong running while testing the app, which worries me to be honest 😅

It may benefit from a test on Android 14 though, which I don't have at the moment.

I didn't add a libvlcjni bump because the last bump has a recent VLC hash which dates from last month, the more recent commits that we don't have on the vlc3 branch don't concern vlc-android.
