Description

This MR is a workaround for Android 13 to add a black background to the cone icon and non-square artwork padded with transparent bars. The Android UI design team decided to add a fancy crossfade animation when changing media which does not work correctly with transparency.

Motivation and Context

A bug report will be filed with Google. See ticket for additional details.

How Has This Been Tested?

Tested with an Android 13 emulator and Android 11 on a Pixel 3.
