buildsystem: fix libjpeg path

Merged Thomas Guillem requested to merge tguillem/vlc-android:buildsystem-mlib-jpeg into master

Use the installed path instead of the build path.

Fixes build with latest the VLC HASH that moved the build path for all contribs.
