WebP cover art support

Description

VLC Android should display cover art stored in the WebP format (cover.webp/folder.webp).

Adding support for this in Vanilla Music was relatively straightforward: https://github.com/vanilla-music/vanilla/commit/b8e41ab4f46cc1d36c617b1b2d0f62452d285598

Expected behavior

Play a song with a cover.webp/folder.webp in the folder. The app should display the cover art.

App mode

Smartphone (although I don't see why it couldn't work for the other two)
