fs: DeviceLister: Explicitely disable upnp & sap modules

Hugo Beauzée-Luyssen requested to merge chouquette/medialibrary:device_lister_disable_upnp into master

VLC 3.0 doesn't seem to support multiple instances of the UPnP service discovery module, and we won't discover anything valuable with it for now anyway. Also disable the SAP module since it won't discover anything we can use from the medialibrary either.
