buildsystem: split the libvlc.so and libvlcjni.so .mk and scripts

Steve Lhomme requested to merge robUx4/libvlcjni:split-libvlc-jni into master

It results in the same build, but ultimately we can move the libvlc.so part in the VLC repository.
