Draft: {meson,utils/libav_internal}: base vulkan_hwcontext availability on current sysroot

Jan Ekström requested to merge jeeb/libplacebo:check_if_vulkan_hwcontext_can_be_included into master

The requirements of this header have recently been bumped, and thus just making sure that LIBAVUTIL_VERSION_INT is enough for the header to exist and to assume that vulkan requirements of libplacebo itself are enough do not hold any more.

Thus, attempt to check at configure time whether this functionality should be included in the helper header or not.
