shaders/colorspace: allow non-host-readable peak detection SSBOs

Requires indirection via pl_buf_copy.

Maybe we should just always do the copyback, to re-simplify this code. I mean, it's really only an extra kB or so being copied around.

But GTX600 has EOL, I personally believe that the performance of modern GPUs should not be sacrificed for these antiques (although insignificant)
