[ci] move to mojave runners

Miguel Borges de Freitas requested to merge miguelborgesdefreitas/libdvdread:macos_ci_test into master

It seems there are no longer runners that match the specified macos job criteria (amd64 && catalina). However, it seems there's one running monterrey (likely the old runner that was then updated? PRing to see if it builds ok.

It doesn't build with monterrey (no autotools) but builds fine with mojave. OS version is below catalina but should be enough to validate builds.

Context: !38 (merged) is stuck as no runners are available.
