put the patches used in VLC builds on the 1.3 branch and make it ready for a release

Steve Lhomme requested to merge robUx4/libdvbpsi:vlc-build-1.3-backport into branch/1.3.0-bugfix

This way we don't need to patch anymore in VLC and distros should have the same one as we build ourselves.
