Add a medialibrary archlinux image

Hugo Beauzée-Luyssen requested to merge chouquette/docker-images:add_medialib_arch into master

I'm marking this image a medialibrary specific for now since that's where it will be used at first, but i have no objection at all in rebranding it as a videolan-base/vlc-archlinux if someone whishes to run some tests/build some code on Arch
