Bump libvlcpp image

Hugo Beauzée-Luyssen requested to merge chouquette/docker-images:bump_libvlcpp into master

This aims at providing a libvlcpp image with the newly added APIs

I'd rather not add another package in the image so this will need to wait until vlc!1019 (merged) gets merged.
