vlc-debian-llvm-mingw: update to get new certificates

Go back to buster from bullseye to match the other windows-targeting dockers.

So packages are slightly older, in particular cmake (we build 3.17 compared to the 3.18 it provides).

Compared the vlc-debian-llvm-uwp docker, here we build LLVM 12 rather than 11.
